Combee is a unique Pokémon that requires an evolutionary item to evolve. Unlike most Pokémon that evolve through leveling up or trading, Combee needs a specific held item in order to evolve into its final form Vespiquen.
To evolve Combee, you will need to obtain a Razor Fang item. The Razor Fang can be found as a rare drop from wild Skorupi encounters in the Underground. Once you have the Razor Fang, simply give it to a Combee to hold. On the next level up, Combee will evolve into Vespiquen.
It's important to note that only female Combee can evolve. If the Combee is male, it will remain Combee even if holding a Razor Fang. So be sure to check the gender of any Combee before giving it the evolutionary item.
With a little luck finding the Razor Fang and ensuring you have a female Combee, you'll be able to complete your Sinnoh Pokédex by evolving Combee all the way into Vespiquen. Just be patient and keep exploring the Underground for that chance to find the rare held item.
