To evolve Mareanie into Toxapex in Pokémon Sun and Moon, you'll need to level it up while it's holding a Black Sludge item. Mareanie will evolve into Toxapex starting at level 24.
Black Sludge is found pretty commonly while exploring the trash areas in Route 8 and the Aether Paradise in Pokemon Sun and Moon. Just give Mareanie the Black Sludge to hold, and continue battling and gaining experience. Once it hits level 24, it will evolve into Toxapex during the level up sequence.
Toxapex is a powerful Poison/Water type Pokémon that makes for a solid addition to any team. Evolving Mareanie gives you access to Toxapex's better stats and movepool. Just be sure to feed Mareanie Rare Candies or battle plenty of wild Pokemon to help it reach that important level 24 threshold for evolution.
