To evolve Rellor into Sableye in Pokemon Legends: Arceus, you must first catch a Rellor. Rellor can be found wandering at night in the Crimson Mirelands. Then, you need to complete Rellor's Pokedex entry by seeing it use Hex or Shadow Sneak in battle.
Once your Pokedex entry for Rellor is complete, speak to Professor Laventon in the security office at Jubilife Village. He will note your discovery and mention that Rellor is capable of evolving. Return to the Crimson Mirelands at night and level up your Rellor while it is your active Pokemon.
Rellor must reach level 40 while out in the field to trigger its evolution into Sableye. At level 40, Rellor will glow brightly and transform into Sableye. Sableye is the evolved form of Rellor in Pokemon Legends: Arceus.
