To restore the Thieves Guild in Skyrim, you'll need to complete a series of quests for Mercer Frey and Vex in Riften. Here are the main steps:
- Talk to Brynjolf in Riften and agree to help the faction
- Complete the quest "A Chance Arrangement" to gain access to the Ratway beneath Riften
- Complete a few simple jobs for Vex and Delvin Mallory to gain their trust
- Speak to Brynjolf again and he'll invite you to do a bigger heist
- Complete the quest "Loud and Clear" to gain full membership
- Continue helping Vex, Delvin and other Guild members with jobs and heists
